Janet H. Muri joined NPIC/QAS in 1987 serving initially as a consultant, then as Data Coordinator and Director of Information Services prior to her present position. Ms. Muri became President of NPIC/QAS October 1, 2007. She oversees all collection, processing and analysis of clinical and financial data submitted by NPIC/QAS member hospitals and state, federal and private data sources related to contract work conducted by NPIC/QAS. Ms. Muri is the senior principal on many of the NPIC/QAS projects and contracts including the Council of Women's and Infants' Specialty Hospitals, the Georgia Regional Perinatal Care Network project, The Joint Commission Core Measure activities and the Department of Defense Perinatal Performance Information activity. Ms. Muri is an expert in directing the manipulation and analysis of large, complex state and federal data sets including the DOD M2 database and the AHRQ NIS data set. She is very familiar with the CMS DRG and the APR DRG grouping software licensed by NPIC/QAS annually. Ms. Muri has a Master of Business Administration (cum laude) from Boston University.
Donna L. Caldwell, PhD
Vice President
Donna L. Caldwell is Director of Evaluation and Research at the NPIC/QAS. She is a psychologist with an expertise in program evaluation. Dr. Caldwell has worked for over 30 years in the area of behavioral health services (with a special focus on women and children) both as a direct services provider (she was the Assistant Director of an outpatient substance abuse treatment facility, then Director of a program for pregnant and parenting teenagers) and as a researcher. Dr. Caldwell is the lead of the NPIC/QAS evaluation team for a number of federally funded and foundation funded projects, including the Vulnerable Infants Program/Family Treatment Drug Court project, a residential substance abuse treatment program for women and children, a substance use screening and brief intervention project located at a community college, and two projects designed to integrate substance abuse treatment with HIV prevention services. She participated on the team that evaluated AIHA partnerships in the former Soviet Union and Central and Eastern Europe in 1998. Dr. Caldwell has a Ph.D. in Psychology from the University of Rhode Island.
Julie E. Shocksnider, RNC-HROB, APN, C, MS, CCE
Associate Vice President
Julie Shocksnider joined NPIC/QAS in April 2009 to assist in strategic planning/implementation and to provide perinatal clinical expertise. Julie is a Perinatal Nurse Practitioner, Maternal/Child Clinical Nurse Specialist and Childbirth Educator. She is certified as a High Risk Obstetric Nurse with experience caring for antepartum, intrapartum and postpartum women/families. A few of her other experiences include lactation consulting, childbirth education, developing/teaching fetal heart monitoring, perinatal orientation and a wide variety of other perinatal educational programs. Most recently, she was the Perinatal Clinical Nurse Specialist at Dartmouth Hitchcock Medical Center. Julie led efforts to incorporate community members on the review committee for hospital adverse events as well as developed and implemented perinatal simulation scenarios for obstetrical nursing, medical and support staff. She has also coordinated regional perinatal quality, practitioner education and led a variety of perinatal initiatives at the Regional Perinatal Consortium of Monmouth and Ocean Counties in New Jersey. Her areas of perinatal interest include perinatal loss and further understanding the concept of love around the childbirth experience. Julie has a Master of Science degree with a focus in maternal/child nursing from Rutgers, The State University of New Jersey and a Bachelor of Science degree in Nursing from the University of Louisville.
Sandra A. Boyle, BS
Director of Membership Services
Sandra A. Boyle has over 18 years experience in health care data management and analysis. She joined NPIC/QAS in 1996 as a Data Coordinator and Hospital Liaison. As Director of Membership Services, Ms. Boyle is responsible for managing the recruitment, enrollment and reporting for all member and non-member hospitals. She has played an integral part in the design and development of NPIC/QAS performance measurement reporting and is the principal contact with The Joint Commission regarding the Core Measure services NPIC/QAS offers.
Ms. Boyle has a Bachelor of Science in Health Services Administration from Providence College.
Wendy E. Guida, BS
Director of Accounting
Wendy E. Guida, Director of Accounting, is responsible for the financial and operational functions of NPIC/QAS. Ms. Guida has extensive experience in all areas of financial management, with expertise in nonprofit accounting and government compliance. Since joining NPIC/QAS in 1991, Ms. Guida has served as grant accountant, business manager and international services program coordinator. As Program Coordinator, Ms. Guida managed several USAID funded international healthcare partnerships in Slovakia, Albania, Armenia and Russia. Ms. Guida has presented internationally on topics related to financial management, budget development, community mobilization, and served on the American International Health Alliance Partner Task Force to reengineer partnership financial reporting.
Jerry S. White, BA
Senior Technical Analyst
Jerry S. White has been with the National Perinatal Information Center/Quality Analytic Services since 1997. In this role, Mr. White is responsible for overseeing the operations of the NPIC/QAS computer systems as well as management of database programming and software development to support statistical analysis of the Perinatal Center Data Base (PCDB). During his tenure at NPIC/QAS, Mr. White has facilitated the expansion of NPIC/QAS computer operations and software development in order to meet the increased demands of a growing client base. He is currently conducting planning and design of web services that will provide real-time analysis and reporting for client hospitals.
In addition, Mr. White has been responsible for NPIC/QAS meeting the technical requirements for The Joint Commission ORYX© Core Measures.
Mr. White holds a Bachelor of Architecture degree from the University of Idaho as well as Graduate level study in software engineering from the University of Rhode Island. He has in excess of twenty years of experience in software design and development in both Unix and Windows operating environments.
